Barclays investment bank revamp could mean staff cuts

LONDON (Reuters) - Barclays could ax as many as 3,500 investment bank staff and cut its advisory or equities operations in Asia as part of a broader strategic review aimed at fixing the bank's culture in the wake of the financial crisis.

The future shape and size of the investment bank is seen as the most critical part of Chief Executive Antony Jenkins' review, as it contributes more than half of group profits but conducts the "casino" activities politicians and regulators are cracking down on.

The British bank was fined $450 million in June for rigging Libor interest rates, which forced its chairman and chief executive to quit.

Barclays' reforms are not expected to be as radical as those of rivals UBS and Royal Bank of Scotland, who are pulling back sharply, but sources say tough choices loom.

Jenkins will need to take action to cut costs and ensure the business is profitable under tougher new rules, and show the public and politicians that he has tackled culture and conduct, they said.

Activities that make low returns or lack scale are at threat, and the bank has said it will also stop anything that may harm its reputation, like tax advisory and agricultural commodities trading.

Jenkins is not due to unveil his "Project Transform" until February, but Project Mango, as the investment bank revamp has been named by the unit's boss Rich Ricci, is close to being wrapped up.

"Barclays is at an interesting crossroad," analysts at BernsteinResearch said in a note to clients.

"On one hand, the bank seems likely to be one of the winners as competitors exit FICC (fixed income, currencies and commodities) ... on the other hand, the unit has faced increased hostility from regulators and investors alike, especially following the Libor crisis."

UNCERTAIN BACKDROP

All investment banks are reassessing their shape and size, but regulatory change has created an uncertain backdrop.

The Bank of England told UK banks this week they need more capital and U.S. regulators signaled they will toughen rules for foreign firms, both potentially shifting how Barclays views some operations.

The actions of rivals may also sway plans - UBS's pullback, for example, could open gaps that Barclays may want to exploit.

"There will be a lot of stuff in the middle that's marginal. He (Jenkins) may not want to commit to what happens to those areas until the regulations are clearer," said Gary Greenwood, analyst at Shore Capital.

Goldman Sachs analysts said Barclays could cut 15 percent of investment bank staff, or 3,500 of its 23,300 employees, and adjust its equities and equity capital markets operations outside the United States and selected European markets, and its M&A advisory across the Asia Pacific.

"We consider a broad-based but organic realignment of the unit - including balance sheet shrinkage and the exit from subscale operations as well as cost cuts and staff reductions - the most likely strategic outcome," they said in a recent note.

The business would struggle to deliver a sustainable return above its cost of capital due to new capital rules and a 900 million pound annual hit from having to separate retail and investment banking operations under new UK rules, requiring the bank to "shrink to fit", Goldman said.

Ricci, who helped build up the investment bank into a debt market powerhouse and helped lead a push to be one of a handful of top global firms, is assessing the business in 54 parts, helped by financial advisory and accounting firm Deloitte.

Project Mango - named after a fruit that in some cultures is seen as a symbol of attainment - involves screening activities first for reputational risk, then assessing culture and leadership, and then deciding whether they deliver decent sustainable returns, he said.

"We've turned the analysis on its head. We've put the reputational risk analysis very front and center," Ricci told lawmakers on Wednesday as part of an inquiry into banking industry standards.

There would be "demonstrable change" from the review, he said.

Kroger lifts forecast after stronger third quarter

NEW YORK (AP) ? Kroger Co. is raising its earnings outlook for the year after the nation's largest traditional supermarket chain reported a third-quarter profit that topped Wall Street expectations.

The company, which also operates Fry's, Food 4 Less and Ralphs, has been working to improve the shopping experience and build customer loyalty as it fends off competition from specialty grocers such as Whole Foods and big-box retailers such as Target, as well as dollar stores and drugstore chains.

As shopping habits change, the Cincinnati-based company has also been experimenting with new formats such as its larger "Marketplace" stores that have a bigger footprint and sell general merchandise in addition to groceries. It has also opened about a dozen smaller "Ruler" stores that focus primarily on cheaper, private-label products.

In an interview, CEO Dave Dillon has said that Kroger's supermarket format would continue to evolve to remain relevant. He noted that the boundaries between supermarkets, big-box retailers and dollar stores are also blurring.

For the three months ended Nov. 3, the company said revenue at locations open at least a year rose 3.2 percent. The metric is a key gauge of health because it strips out the impact of newly opened and closed locations.

The company said it earned $316.5 million, or 60 cents per share, for the period. That compares with $195.9 million, or 33 cents per share, a year ago. The most recent quarter included gains from a settlement with Visa and MasterCard and a reduction in the company's pension fund contributions.

Not including special items, the company earned 46 cents per share. Revenue rose 6 percent to $21.81 billion.

Analysts on average expected an adjusted profit of 43 cents per share on revenue of $21.55 billion, according to FactSet.

Kroger now expects to earn between $2.44 and $2.46 for the year, up from the previous range of $2.35 to $2.42.

Kroger's stock rose 78 cents, or 3 percent, to $25.84 in morning trading. The company operates more than 2,400 supermarkets and multi-department stores in the U.S.

GOP Resurrects Immigration Bills

(CBS) The facts are undisputed: Republicans have a problem attracting Hispanic voters.

With Mitt Romney as the prime example of how bad the situation is for the GOP - he lost Hispanics by over 40 points to President Obama - some in the party have drawn the conclusion that the GOP's hard line on immigration is the reason for its troubles with Hispanics. In the aftermath of Romney's drubbing, several Republicans publicly called for their party to be more inclusive and some have now moved to the next stage of repairing relations with Hispanic voters - proposing legislation - despite criticism from Democrats that this push is purely political.

The Republican-led House of Representatives is taking up a measure this week that would create a new immigration program to give high-skilled workers in the science, technology engineering and math (STEM) industries permanent residency in the U.S.

Additionally, two retiring Republicans, Sens. Jon Kyl, R-Ariz., and Kay Bailey Hutchison, R-Texas, joined with fellow co-sponsor Sen. John McCain, R-Ariz., to introduce a new version of the DREAM Act legislation Tuesday. It would provide permanent residency, but not citizenship, to children under the age of 14 brought to the U.S. by their illegal immigrant parents. In exchange, the youth would have to obtain higher education or serve in the military. The measure is similar to the presidential directive issued by Mr. Obama this past summer and would lock it into federal law.

"While this legislation addresses a single facet of our nation's complex immigration problem, it is nonetheless a step forward in addressing a time sensitive issue," Kyl said.

A Senate Democratic aide said the measure means little because undocumented youth have already been given reprieve from the president. He also said it is unlikely to be brought up before the end of the year, but "it is encouraging that Republicans are willing to correct the missteps and move the debate forward" for the next Congress.

Many Republicans, until recently, were adamantly opposed to various versions of the DREAM Act, even though it was first introduced by Sen. Orrin Hatch, R-Utah., in 2001.

For example, in 2010, after the Senate failed to pass a version of the DREAM Act that included a path to citizenship,?McCain said, "I cannot put the priorities of these students, as difficult and unfair in many respects as their situation is, ahead of my constituents and the American people who demand that the Federal government fulfill its Constitutional duty to secure our borders before we undertake other reforms."?

Mark Kirkorian, Executive Director of the Center for Immigration Studies, a group that calls for fewer legal immigrants and strongly opposes illegal immigration, says the DREAM Act is a "compelling" issue for Republicans if they want to appeal to Hispanic voters because undocumented children are blameless innocents.

"They need to do something proactive but also address this most sympathetic group of illegal aliens," Kirkorian said.

Meanwhile, the House bill being taken up this week, the STEM Act, is authored by Rep. Lamar Smith, R-Texas, who has previously been a staunch supporter of many of the harshest immigration proposals, including notifying authorities when illegal immigrants are admitted to hospitals and doing away with birthright citizenship to children born to immigrants in the U.S.

"We cannot afford to educate these foreign graduates in the U.S. and then send them back home to work for our competitors. For America to remain the world's economic leader, we must have access to the world's best talent," Smith said in a recent statement.

But Smith's push to pass the STEM Act is viewed by some through a purely political lens, and some say his efforts are futile and misguided.

• Whites are no longer the majority of births in the US

The New York Times?published this story on May 17, 2012 based upon the US Census estimates.? The US Census stated, ?a set of estimates showing that 50.4 percent of our nation?s population younger than age 1 were minorities as of July 1, 2011.?? Despite these claims, the US Census admits on its website, ?The US Census Bureau is not the primary source for data on births.? The primary source is the National Center For Health Statistics (NCHS).?? The NCHS did not provide the full data on 2011 births until October 3, 2012; nonetheless, the liberal media couldn?t wait to celebrate the multicultural future they helped to build.? Unfortunately, when the NCHS did provide the numbers in detail, they didn?t quite pan out the way?The New York Times?had hoped.

According to the?National Vital Statistics Report: Volume 61, number 5 which is entitled?Births: Preliminary Data for 2011: Total births for 2011, there were 3,953,593 births, of which 2,150,926 were by non-Hispanic whites.? That total equates to 54.4% of the population and according to any first grade math teacher that makes a majority.

In fact this total was a trend of the white share of births increasing since 2008 according to?previous NCHS Reports:

Gallup has been running polls on this issue since 1965.? According to Gallup, a majority or plurality of Americans have favored decreasing legal immigration in eight of the eleven years polled; the remaining three years had a plurality of Americans wanting immigration levels to stay the same.? Obviously, immigration is not on the forefront of the national conversation at all times; however, when national security or amnesty are brought into a major national debate, a majority of Americans favor decreasing legal immigration. {snip}

• We Need More Skilled Immigrants Who Create Jobs

There is nothing untrue with this statement; unfortunately, Democrats just lie when they say it.? In 2012, the Republicans proposed the STEM Act, which would abolish Diversity Visas, a program with the sole intent of diversifying the immigrant population of the United States.? With no skills, levels of education, or abilities with the English language taken into account, one recent winner of the Diversity Visa was Hersham Mohamed Hadayet, a terrorist who murdered two Israelis at Los Angeles International Airport.? The STEM ACT would have replaced the 55,000 diversity visa winners with visas to Ph.D.?s in the fields of science, technology, engineering and mathematics (STEM).? The bill failed the two-thirds majority in the House when 153?democrats voted against?the measure.? {snip}

Even as President Obama praised immigrants who started high-tech engineering and technology companies all throughout his campaign, his pandering would mean little for such jobs because the Democratic Party is indebted to the ethno-minority lobbies, very few of whom would be in such high-tech fields.? The Ewing Marion Kauffman Foundation,?released a study?on immigrant entrepreneurship, which broke down the top ten nations of origin for high-tech job creators:

Bondir's tiny kitchen welcomes its first sous-chef - Food Features

Rachel Miller and Jason Bond are standing side by side ? as they do for roughly 13 hours a day, every day but Tuesday ? in Bondir's subterranean prep space. Their heads are just shy of grazing the low ceilings, and both have to duck to squeeze into the tiny walk-in. She's systematically vacuum-packing vegetables and breaking down blue Hubbard squash for a dish on the night's menu; he's rolling long, floury ribbons of pasta dough, folding it over and over in his hands. The dough, one batch egg-yolk yellow and the other chartreuse green, will be transformed, piece by piece, with a quick flick of Bond's thumb, into hand-rolled cavatelli for the same dish as the squash. One blazingly orange dried chili hangs from a rack between them.

When Jason Bond first opened Bondir's heavy barn doors in November of 2010, his contemplative, cozy, daily-changing dishes made him an instant rock star with the food community. The 28-seat Cambridge dining room is perfectly intimate (so intimate that I always feel like I should help with the dishes after our meals there, and then share cinnamon-spiked port by the fire with the staff into the night), but in many ways, that first year was defined by solitude behind the scenes. Bond was the Lone Ranger of the kitchen range, and he came to realize he needed someone to share his vision for the little farmhouse-style spot on Broadway, across from the bodega and the body shops.

So now Miller, at 24 years old, finds herself sharing the helm of one of the Boston area's most in-demand restaurants, in a position that many young chefs would kill for.

"Culinary schools are bullshit to me," she says. "I worked so hard to get to this point, and when I see someone walk out of school with a piece of paper that says they passed some textbook class, it drives me nuts. Plus, they always have a tattoo of a fucking radish." At 14, Miller earned the right to wear a foot-tall Mohawk by getting straight A's; at "15 or 16," she says, she dropped out of high school to work the line full-time. She has steadily pulled her way up the ranks, manning the fryer in her father's donut shop, sweating it out as a line cook for a handful of restaurants along the Bible Belt, training in butchery at the South End's bygone Lionette's, and winding up at Beacon Hill Bistro.

That's where she met Bond in 2009 ? and where the electric current between mentor and mentee sparked to life. Then, after a year and a half working beside Bond at the bistro, Miller decided to learn about sustainable farming firsthand; she and her girlfriend moved to Smithfield, Texas, where they bought a plot of land, growing their own food and raising chickens. Meanwhile, Bond broke out on his own with Bondir. When he eventually admitted his need for a sous-chef, they teamed up again. Miller officially assumed the role this fall, after just under a year at Bondir.

A new NSF grant supports construction of a network for data-intensive research exchange

The National Science Foundation has awarded funding of nearly $500,000 for the construction of a network designed to support data-intensive research in engineering and sciences at San Diego State University.

With the funding, faculty and staff will design and build a Science demilitarized zone (DMZ) separate from the campus network with an independent connection to the Internet for maximum speed of data exchange.

"The Science DMZ will generate new research partnerships for SDSU," said Jose Castillo, Ph.D., principal investigator for the grant and director of the Computational Science Research Center, which draws participation from science and engineering departments on campus.

"It will allow our researchers to generate and rapidly exchange large datasets and deploy web-based science and engineering applications on SDSU-hosted servers," Castillo said.

Free from general campus internet traffic and from firewalls or traffic shapers than hinder transmission speed, the Science DMZ will provide dedicated, high-speed connectivity between SDSU and research partners such as national labs and supercomputing centers.

Exchange of large-scale data is necessary for research involving the numerical simulation of earthquake rupture and wave propagation, coastal ocean modeling, pulse detonation engine modeling and research in the fields of proteomics, bioinformatics and microbial metagenomics.

The Science DMZ will directly impact faculty and students at the Computational Science Research Center by promoting remote use of computing resources at SDSU while simultaneously establishing new research partnerships and fostering mentorship opportunities for students from the undergraduate through the postdoctoral level.

Rich Pickett, SDSU's chief information officer, and Christopher Paolini, operating systems analyst for the College of Engineering, are co-principal investigators for the project.

Europe mulls banning 'boxes' for abandoned babies

BERLIN (AP) ? German pastor Gabriele Stangl says she will never forget the harrowing confession she heard in 1999. A woman said she had been brutally raped, got pregnant and had a baby. Then she killed it and buried it in the woods near Berlin.

Stangl wanted to do something to help women in such desperate situations. So the following year, she convinced Berlin's Waldfriede Hospital to create the city's first so-called "baby box." The box is actually a warm incubator that can be opened from an outside wall of a hospital where a desperate parent can anonymously leave an unwanted infant.

A small flap opens into the box, equipped with a motion detector. An alarm goes off in the hospital to alert staff two minutes after a baby is left.

"The mother has enough time to leave without anyone seeing her," Stangl said. "The important thing is that her baby is now in a safe place."

Baby boxes are a revival of the medieval "foundling wheels," where unwanted infants were left in revolving church doors. In recent years, there has been an increase in these contraptions ? also called hatches, windows or slots in some countries ? and at least 11 European nations now have them, according to United Nations figures. They are technically illegal, but mostly operate in a gray zone as authorities turn a blind eye.

But they have drawn the attention of human rights advocates who think they are bad for the children and merely avoid dealing with the problems that lead to child abandonment. At a meeting last month, the United Nations Committee on the Rights of the Child said baby boxes should be banned and is pushing that agenda to the European Parliament.

There are nearly 100 baby boxes in Germany. Poland and the Czech Republic each have more than 40 while Italy, Lithuania, Russia and Slovakia have about 10 each. There are two in Switzerland, one in Belgium and one being planned in the Netherlands.

In the last decade, hundreds of babies have been abandoned this way; it's estimated one or two infants are typically left at each location every year, though exact figures aren't available.

"They are a bad message for society," said Maria Herczog, a Hungarian child psychologist on the U.N. committee. "These boxes violate children's rights and also the rights of parents to get help from the state to raise their families," she said.

"Instead of providing help and addressing some of the social problems and poverty behind these situations, we're telling people they can just leave their baby and run away."

She said the practice encourages women to have children without getting medical care. "It's paradoxical that it's OK for women to give up their babies by putting them in a box, but if they were to have them in a hospital and walk away, that's a crime," Herczog said. She said the committee is now discussing the issue with the European Parliament and is also asking countries which allow the practice to shut them down.

Herczog also said it's wrong to assume only mothers are abandoning these children and that sometimes they may be forced into giving up children they might otherwise have kept. "We have data to show that in some cases it's pimps, a male relative or someone who's exploiting the woman," she said.

In some countries ? Australia, Canada and Britain ? it is illegal to abandon an infant anywhere. Yet, in the U.S. there are "safe haven" laws that allow parents to anonymously give up an infant in a secure place like a hospital or police department. A handful of other countries including Japan and Slovakia have similar provisions.

Countries that support this anonymous abandonment method contend they save lives. In a letter responding to U.N. concerns, more than two dozen Czech politicians said they "strongly disagreed" with the proposed ban. "The primary aim of baby hatches, which (have) already saved hundreds of newborns, is to protect their right to life and protect their human rights," the letter said.

However, limited academic surveys suggest this hasn't reduced the murder of infants. There are about 30 to 60 infanticides in Germany every year, a number that has been relatively unchanged for years, even after the arrival of baby boxes. That's similar to the per capita rate in Britain where there is no such option.

Across Germany, there is considerable public support for the boxes, particularly after several high-profile cases of infanticide, including the grisly discovery several years ago of the decomposed remains of nine infants stuffed into flower pots in Brandenburg.

Officials at several facilities with baby boxes say biological parents sometimes name the infant being abandoned. "The girl is called Sarah," read one note left with a baby in Lubeck, Germany in 2003. "I have many problems and a life with Sarah is just not possible," the letter said.

The secretive nature also means few restrictions on who gets dropped off, even though the boxes are intended for newborns. Friederike Garbe, who oversees a baby box in Lubeck, found two young boys crying there last November. "One was about four months old and his brother was already sitting up," she said. The older boy was about 15 months old and could say "Mama."

Still, Germany's health ministry is considering other options. "We want to replace the necessity for the baby boxes by implementing a rule to allow women to give birth anonymously that will allow them to give up the child for adoption," said Christopher Steegmans, a ministry spokesman.

Austria, France, and Italy allow women to give birth anonymously and leave the baby in the hospital to be adopted. Germany and Britain sometimes allow this under certain circumstances even though it is technically illegal. Eleven other nations grant women a "concealed delivery" that hides their identities when they give birth to their babies, who are then given up for adoption. But the women are supposed to leave their name and contact information for official records that may be given one day to the children if they request it after age 18.

For German couple Andy and Astrid, an abandoned infant in a baby box near the city of Fulda ended their two-year wait to adopt a child nearly a decade ago.

"We were told about him on a Sunday and then visited him the next day in the hospital," said Astrid, a 37-year-old teacher, who along with her husband, agreed to talk with The Associated Press if their last names were not used to protect the identity of their child. The couple quietly snapped a few photos of the baby boy they later named Jan. He weighed just over 7 pounds when he was placed in the baby box, wrapped in two small towels.

When Jan started asking questions about where he came from around age 2, his parents explained another woman had given birth to him. They showed him the photos taken at the hospital, introduced him to the nurses there and showed him the baby box where he had been left.

Earlier this year, the couple began the procedure to adopt a second child, a boy whose mother gave birth anonymously so she could give him up for adoption.

Astrid said Jan, now 8, loves football, tractors and anything to do with the farming that he sees daily in their rural community. She said it's not so important for her and her husband to know who his biological parents are.

But for Jan, "it would be nice to know that he could meet them if he wanted to," she said. "I want that for him, but there is no possibility to find out who they were."

Risk aversity visible in the brain

ScienceDaily (Nov. 26, 2012) ? Some people live their lives by the motto "no risk -- no fun!" and relish risks. Others are clearly more cautious and focus primarily on safety when investing and for other business activities. Scientists from the University of Bonn in cooperation with colleagues from the University of Zurich studied the attitudes towards risk in a group of 56 subjects. They found that in people who preferred safety, certain regions of the brain show a higher level of activation when they are confronted with quite unforeseeable situations. In addition, they do not distinguish as clearly as risk takers whether a situation is more or less risky than expected.

The results have just been published in the Journal of Neuroscience.

"We were especially interested in the link between risk preferences and the brain regions processing this information," says Prof. Dr. Bernd Weber from the Center for Economics and Neuroscience (CENs) at the University of Bonn. First, the researchers tested a total of 56 subjects for their willingness to take risks. "In an economic game, the test subjects had a choice between a secured payout and a lottery," reports Sarah Rudorf from CENs, the study's principal author. Those who showed a strong preference for the lottery in this test were categorized as risk takers. Others preferred the secured payout even if the lottery's odds of winning were clearly better. They were put in the risk-averse group.

In risk-averse individuals, certain regions of the brain are activated more strongly

Then the test subjects played a card game in a brain scanner to study their risk perception. Cards carrying numbers from one to ten were shown on the video glasses in front of their eyes. Each time, two cards were randomly drawn. Before the subjects were shown the cards, they were asked to place bets on whether the second card would have a higher or a lower number than the first one. "The statistical probability for either case to occur is always the same: fifty-fifty," says Prof. Weber. "This is important so that all subjects, whether they are risk takers or not, experience risky situations inside the scanner." They were not able to assess their probability of winning their bet until they saw the first card. Here, the researchers found that in the subjects who tended to avoid risks, two specific regions of the brain were activated more strongly than in those who were willing to take risks. These areas are the ventral striatum and the insular cortex. The ventral striatum reacts both to the probability of winning, as well as to how well an individual can predict the outcome of the bet. The insular cortex is particularly sensitive to the risk a situation carries, and for whether it is higher or lower than anticipated.

Risk seekers adjust their strategy after lucky streaks

Sarah Rudorf summarized the results, "Individuals in whom these regions of the brain are activated at a higher level seem to perceive risks more clearly and assess them as more negative than those who are willing to take risks." Risk-averse individuals seem to overestimate the con?sequences of risk, and they did not distinguish as clearly between situations that turned out to be more or less risky than expected. In contrast, the test subjects who tended to take greater risks also focused their behavior more towards the wins and losses, and more clearly changed their strategy after negative situations.

Study is first to show the neurobiological mechanisms

"This study is the first to show the neurobiological mechanisms of how individual risk preferences determine risk perception," says Prof. Weber. "This also has effects on behavior in the areas of finance and health." In a next step, the researchers want to study the consequences these results have on economic decisions such as in the stock market. "This might even allow improving the advising process for investors with regard to their individual risk behavior," says Prof. Weber. And he considers health another important area. Smokers know that what they do is very dangerous, and yet they smoke. "If we learned more about smokers' attitudes towards risk, we might be able to provide information for developing better anti-smoking campaigns."

Microsoft Touch Cover (for Surface)

The Microsoft Touch Cover, as the name implies, is all about touch. In one instance it's a soft cover for the Microsoft Surface RT tablet ($699.00 direct) touch screen, putting the Surface RT to sleep when closed and waking it back up when opened. But it's also a touch device in its own right, offering a new look at the basic keyboard, with 77 pressure sensitive "keys" and a capacitive touchpad with pressure-sensitive right- and left-click buttons. And finally, when folded around behind the Surface, the Surface switches to touch-only input, disabling the keyboard functions so that the Touch Cover is just a cover again. That's a lot of functionality to fit into a 3-millimeter-thick flap, but the Touch Cover handles it with well-designed aplomb.

Design and Features
The Touch Cover is, first and foremost, a cover for the various Surface tablets. The Touch Cover attaches to the Surface tablet via the magnetic docking connector, snapping into place with a satisfying thunk and seating properly without problems. And because the connection is magnetic, the cover stays securely attached, even when you pick up the tablet and let the cover dangle freely.

Measuring only 0.13 by 10.98 by 7.36 inches (HWD), the slim Touch Cover adds less than half a pound of weight (7.4 ounces) to the Surface, but expands the tablet's productive capability immensely. It also protects the screen while being easy to clean itself. The Touch Cover is spill resistant, and with none of the nooks and crannies of a regular keyboard, it can be wiped down for easy cleaning. The Touch Cover is also something of a fashion statement, available in five eye-popping colors (Black, White, Cyan, Magenta, and Red). This also makes the Touch Cover the prime choice for techie fashionistas, as the similar Microsoft Type Cover is only available in black.

The keyboard itself has no regular keys?no moving parts at all, really?relying instead on a pressure-sensitive layer sandwiched inside. This pressure-sensitive function not only allows you to type on the Touch Cover, but also to rest your hands on the keys as you normally would; the cover can distinguish the difference in pressure between a resting finger and a key press. Because the Touch Cover is so thin, the actual typing feel is a bit like typing on a thin mouse pad, but the responsiveness of the keys makes for a far more usable experience than we anticipated.

Because there is no tactile feedback when typing on the Touch Cover, the Surface adds a small audio cue that sounds quietly whenever a key is pressed. It's a small touch, but it's the sort of detail that makes a difference while using the Touch Cover, provided you don't mute the volume. The Touch Cover may not appeal to touch typists, however, as the flat, unmoving keys of the Touch Cover make it much easier to drift out of position on the keyboard. In an attempt to mitigate this, the usual F and J keys have an added printed accent on each key to indicate the home row, but it's so low profile that it doesn't quite do the trick.

Given that the Touch Cover is made exclusively for Microsoft's Surface tablets, it should be no surprise that Windows 8 (and Windows RT) functionality is built in, with functions from the Charms Bar found in the F1-F12 buttons. These include volume controls, and Charms for Search, Connect, Devices, and Settings. You've also got function keys for Home, End, PgUp, PgDn, and the usual Esc and Del keys. These same Windows 8-specific features can be found on the Microsoft Wedge Mobile Keyboard , so don't think that they're exclusive to the Touch Cover.

The Touch Cover also features a small capacitive touchpad, for those who want a regular mousing experience rather than the pure touch-centric navigation of the Surface RT tablet. If there's a flaw with the Touch Cover, it's the size of the touchpad?a tiny 2.7 by 1.3 inches. The trackpad on the Touch Cover also has the same texture as the rest of the keyboard, which may be uncomfortable for some when trying to scroll or to click and drag. That said, the trackpad on the Touch Cover still provides simple functionality, like left- and right-clicking, two finger scrolling, click and drag, and a two-finger tap brings up the command bar.

Performance
In terms of actual typing speeds, you likely won't be typing at top speed the way you would on a springy mechanical keyboard, but you will be able to do considerably better than you would using the on-screen keyboard alone. Microsoft estimates that typists who type 25 words per minute using an onscreen keyboard will be able to roughly double that with the Touch Cover, but won't be flying at 80 or 90 WPM like they would on a normal keyboard. Our own testing seems to confirms this.

The other issue that came up when testing the Touch Cover was typing fatigue. Your fingers and wrists will tire sooner when using the Touch Cover, and we imagine that the ergonomics of it are far from ideal. For anyone intending to do a lot of typing using their Surface tablet, we'd suggest switching to one of the Windows 8 Bluetooth keyboards.

Typing on the touch cover feels a little bit like typing on a thin mouse pad. The texture is soft and reminiscent of fabric, and the thickness of the cover provides a little bit of cushioning, but not a lot. The repeated impact of typing on a flat, largely ungiving surface isn't always comfortable. The repeated impact on the fingers is far more noticeable than on any standard keyboard, and the Touch Cover is one of the first times I've ever felt anything that could be described as typing fatigue. I can only imagine what the ergonomic implications of using the Touch Cover extensively might be.

I can't seem to get used to the fact that the Touch Cover just feels weird. It's more responsive, yes, but it doesn't provide any tactile feedback, meaning that you'll need to either listen for the audio cues that sound with each keystroke, or closely watch the screen to be sure that every keystroke is registering. Alternately, because you're just tapping on a largely undifferentiated surface, there is a tendency to drift as you type, so you'll need to also watch your keyboard, even if you're normally a touch typist. The result is a keyboard that requires extra attention for what should be one of the most unobtrusive aspects of PC use, typing.

Additionally, as mentioned earlier, typing fatigue is a real issue on the Touch Cover. I regularly spend my days at the keyboard without issue, but I got tired of banging my fingertips in only a few minutes. The bottom line here? The Touch Cover isn't for serious typing, it's for the occasional bit of text entry, like a URL, a search term, or a tweet. It's certainly more comfortable and usable than an onscreen keyboard, but it's no replacement for a regular keyboard. Surface users who expect to get a lot of productive use out of their tablet may be better served by getting the Microsoft Type Cover, or by using the Touch Cover primarily as a cover and buying a mobile keyboard like the Microsoft Sculpt Mobile Keyboard when typing for long periods of time.

Housing May Be Stable, but Not in 'Full-Blown ... - Yahoo! Finance

Housing has been trying to show a few reasons here and there to suggest the sector's worst days are behind it, but you still won't necessarily find a lot of uber-bulls out there.

Now, several stocks in the group have had good runs in 2012, led by PulteGroup (PHM), the best performer on the S&P 500 with a gain of 165.5% since the start of the year. Lennar (LEN) has been another star, climbing 93.9% and coming in at No. 5 on the list, FactSet data show.

However, regardless of the state of the stocks, there remain plenty of skeptics on housing who are questioning just exactly how healthy it is. Barry Ritholtz, CEO of FusionIQ and founder of the blog The Big Picture, sees some of each side of the argument.

"Currently, housing is one of the few bright spots in the economy," he says in the attached video. "The problem with housing continues to be it's not an organic recovery, or stabilization, to use a better word. The [Federal Reserve has] driven rates down to inconceivable levels."

Foreclosures, Ritholtz says, are now rising after banks had put many of them on hold to sort out the robo-signing debacle, and he's "expecting that to continue to gather momentum."

"I'm comfortable saying housing has stabilized, but I'm not buying the 'we're in a full-blown recovery' meme," he says.

By spring, we should know which side is right on housing -- that is, whether a legitimate turn is upon the market or more weakness lies ahead, he says.

Investors, economists and homeowners themselves have no shortage of data to scour every month. Earlier this week, for example, the Commerce Department reported that housing starts rose in October to a seasonally adjusted yearly pace of 894,000, up 3.6% from the prior month. Apartment construction was the strong metric, while single-family home builds eased slightly. However, single-family construction permits were at a multi-year high.

SPRINGFIELD, Mass. (AP) ? A natural gas explosion in one of New England's biggest cities on Friday destroyed two buildings, including one housing a strip club, and damaged others beyond repair but didn't kill anyone, authorities said.

"This is a miracle on Worthington Street that no one was killed," Lt. Gov. Tim Murray said at a press conference.

Firefighters, police officers and gas company workers in the area because of an earlier gas leak and odor report were among more than a dozen injured people, authorities said.

The explosion in a downtown area of Springfield, 90 miles west of Boston, blew out all windows in a three-block radius, leaving three more buildings irreparably damaged and prompting emergency workers to evacuate a six-story apartment building that was buckling.

Police Sgt. John Delaney marveled at the destruction at the blast's epicenter, where a multistory building was leveled.

"It looks like there was a missile strike here," he said.

Officials at two nearby hospitals said a total of 16 victims were transported there with injuries but none was critical.

Firefighters responded to the scene at 4:20 p.m. and were investigating the gas leak when the blast happened shortly after 5 p.m. The cause of the explosion hadn't been identified but was under investigation, they said.

Springfield, which has about 150,000 residents, is the largest city in western Massachusetts. It's known as the home of the Basketball Hall of Fame, which is not in the vicinity of the blast.

The explosion, in an area of downtown Springfield with commercial properties and residences, destroyed a building that housed a Scores Gentlemen's Club.

Area resident Wayne Davis said he felt his apartment building shake a block away.

"I was laying down in bed, and I started feeling the building shaking and creaking," he said.

The Navy veteran said the boom from the explosion was louder than anything he'd ever heard, including the sound of a jet landing on an aircraft carrier.

The blast was so loud it was heard for miles around. Video from WWLP-TV showed the moment of the explosion, with smoke billowing into the air above the neighborhood.

Mayor Domenic Sarno said it was through "God's mercy" that nobody had been reported killed in the explosion.

"My thoughts and prayers are with the individuals that have been injured and the people who have been displaced," he said, adding that emergency shelter was being set up for those unable to go home.
